Those who complain about him having nearly the same move set clearly don't play other fighting games. Characters like Ryu and Terry Bogard always retain the same move sets in every fighting game they appear on.

Two wrongs don't make a right and that comment isn't even wholly correct. I don't remember Scorpion having a slide in every MK game for example. New moves have been added over time. He didn't start off with a back-flip for example. There is certainly room in a crossover game to add new moves.
Keeping the spear and hellfire as signature moves is one thing. But there's no excuse to retain the entire MK9 moveset. It's lazy and weak, especially when they even have recycled animations. It's not even the same old in a new way.
