Jin & Kazuya are probably assists (like in Brawl) or most likely background characters.

I wish he was a bit more specific about their roles if they're not playable (even though I know he doesn't have to) because the leaked artwork on the website definitely had Jin and Kazuya there from the looks of it. He made it sound like they aren't in there at all.
