I don't see how Reiko is an unsuspecting fool, if Kittelsen went out of his way to emphasis that he is a master manipulator and a genius, also where did you come to the conclusion that Havik is not insane, and that what he's doing with Reiko is any different from what he wanted to do in the original timeline with Shao Kahn?
Exactly, putting emphasis on how smart Reiko is, furthers the cunning of Havik. Having him trick Reiko shows he's genius knows no bounds. I'd hardly call that insane, he's very much of a stable mind (At least as much as a person who's sole goal is Chaos can be)
Reiko wants power, that's all he wants, he's blinded by it. Havik works for or with nobody, for all Reiko knows he's simply a Cleric who came to Reiko and told him he could be a God, he obviously went through Reiko, who smart as he may be, is driven by a thirst for power, so much so, even he wouldn't notice the hidden agenda of Havik. Havik is very much the one in charge here.
