Given that Shinnok and Kenshi both got good revamps, then why can't other characters also get the same treatment?

Sadly, no.
People love to cherry-pick which characters can get a good revamp and which characters can't, and thus they are stuck in the Trilogy era because those characters can do no foul.
Despite the fact that Sheeva, Stryker, Sindel, Jax and others still suck ass.
Meanwhile, wonderful 3D characters like Fujin, Reiko and Havik still sit out, despite the fact that NRS has proven before (both in MK9 and MKX) that post-MK3 characters can be awesome as hell with the proper revamp.

Absolutely.

This is because many MK players seem rather conservative when it comes to roster selection, and NRS tend to be more risk-averse nowadays.

After the Shinnok revamp, I think most people here are open-minded. I've seen people who hated Shinnok say they'd main him.
Hoping that mirrors with someone else coming soon who is widely hated on TRMK.

True! But I'd like to use the word transition. It was very 2D based, and still was only on PS1/XB and oriented around 2D Moves, but it was the guinea pig for MKDA's engine.

For the most part, I don't think people hate the character that you're implying as much as they hate the obnoxious fans of said character.
There are a few other MK characters that I don't like nor hate, but it's the annoying fans of those characters that makes me end up disliking the character.
The Reiko douchebag fan on Twitter that threatened Shaun Himmerick's wife with sexual violence is a prime example of said douches who make me dislike the character because of the way those fans act.

It's unfortunate that people can reflect the character just by the way they act. I've met some pretty BS Tanya fans that I've had to approach and force them to calm down.
It is pretty ridiculous to me that people can literally hate a character and then proceed to insult every aspect of that character because a fan told them something rude.
Though I'm not going to disagree with you and say that you're full of crap. I've had the same experience. I said that Reptile's playstyle in MK9 was bothersome to me and I was PMd to kill myself several times. I lost my love for the character altogether.

I've seen Kitana and Johnny fans go nuts and name-call / flame other people because those other people didn't care for the character or want them to be in the game.
Really? Seriously?
I understand that we all have our favorites that we want to see in MK games, but some people need to seriously calm down when it comes to character inclusion or exclusion in MK games.

There are quite a few people on this website saying that people like Tanya's movesets in MK4-MKA are garbage and she'll be garbage in MKX too, just because of some people saying they had 'fans be rude to them'
That still is no excuse. Even people attack me for saying She will have a good moveset.
People are raging hypocrites.
They hate a character because people who are THOSE fans attack them, then proceed to attack OTHERS who literally did nothing and have their own opinions the same type of hate to people in the opposite fanbase, and for what? To show how much they hate the character? It's absolutely ridiculous to me. Saying 'oh boo, fans hurt my feelings so the char is garbage' is no excuse for spreading that to other people whose opinions are different, and practically saying that their opinions are wrong.

Agreed, but I'm giving you a reason for why some people may not care or lose interest in characters or why they become widely hated.
People can even hate on the character from that point on and say that they think the character will be garbage.
I wanted Reiko to be in MKX, but after that douchebag threatened Shaun's wife and made personal attacks, I hope that Reiko never shows up in another MK game, ever.

The point that I don't agree with is people hurling personal insults because someone doesn't agree or talks bad about a character.
Talking bad about a character =/= talking bad about that fan, and when people take talking bad about a character as personal insults and then proceed to personally insult others is where that fan is wrong.
People could talk all the crap that they want about Sub-Zero, but the minute that I start flaming or name-calling someone on a personal level because someone doesn't agree with me on my point of view about Sub-Zero is the minute that I am in the wrong.
Do you see what I'm trying to get at?

The douchebag's Twitter account was shut down shortly afterwards (and may be in police custody for all I know), so don't even bother looking for that Tweet. I hear the general prison population practices vigilante justice on sex offenders.

Inconsiderate and extremely rude. That boy is gonna get what's coming to him.
Didn't he threaten something about his daughter as well? Sick people like him are going to need a wheelchair in jail.
 
After what that Reiko fan said to Himmerick on twitter. I doubt that NRS will never put Reiko into another MK game again.
 
I don't think his daughter was specifically threatened by that Tweet as well, but Himmerick certainly felt that his daughter was in danger nonetheless, and honestly, I don't blame him.

And a Catholic priest who got caught molesting boys was murdered in jail, so if you're being targeted for vigilante justice by the Prison Population, then you KNOW your crimes were heinous.
