Well the only thing Sheeva has going for her is that her damage is pretty good. That being said she is lacking in the mixup,zoning department plus most of he matchups are flat out horrible for her. Im going to have to say a 4.5
 
Sheeva gets a 7 for me

+ Her damage is great
+ A low grab that launches
+ Lots of low string combos.
+ Unblockable that can be steared left/right
+ Another Unblockable for blockers/turtlers.
+ HYPER ARMORRRRRR on her specials.

- She's very slow. Many characters will out speed her.
- Her low grab has short reach

I know this has been said numerous times but she is definately given less credit than she deserves. I've played with her and she has great mixups opportunities. And when fighting as her, not many people know what to expect when they play my Sheeva. Her greatest downfall is her speed. So many times I've lost because she was simply attacked first.

This is coming from a Sheeva player, NOT from someone who doesn't play as her.
 
I'd have to go with a 4.2
+High Damage
+Great specials and updraded ones
+Low mix-ups

-She is way to slow
-Teleport can be punished
-Everyone is faster than her

Keep away from her, dash her stomps, and jump the pounds and she can't do anything.

PS - her stomp is not a teleport, is just a big jump.

Sheeva is bottom tier, yes, but that doesn't mean she's bad. She is kinda underestimated. I started to learn her a few days ago and she's hard to use, but after the second day I was already beating decent players. Even players with 1000+ wins (good ones, not noob hunters).
Anyway:

Tele stomp is indeed a good move. People know how to avoid it when the opponent doesn't manipulate where to land, but when you do it, you'll get them many ,many times. It also has a wonderful recovery time.
Her throw is one of the fastest in the game. After a tele stomp, do her throw and you'll get them. It will even connect before some wake ups.
F4 is a really good move. It leaves Sheeva at a good distance, not too close to be rushed down, not too far to be zoned.
Grab and Punch is a good, very damaging special. It's also safe on block.
She has some decent mix ups. F3 for a low combo starter; 2,1,2 can be followed by either a low or an overhead hit.
Her overall damage is amazing. She can do 30+% combos with 4 hits, while other characters need more than 7 hits. This makes her combos extremely easy to do.
Hyper armor on almost all EX specials....even her fireball
She's the only character that can link a normal string to an umblockable special. You can do 2,1,2 and follow with a ground slam or x-ray.
Low grab does a very high damage, it's umblockable and kills duckers.

Bad things
She's a really really slow character. Most opponents will hit her first. So she needs to keep all the time at a safe distance.
AA grab is kinda slow and some moves will even interrupt it, like KL's dive kick. Making it useless against some characters.
Slow ground slam.
Low grab has a very short range.
She doesn't have any wake up option. If you want to get out of a corner you'll have to spend your super meter.
Her taunts kill good combo opportunities =|
Some of her combos won't work on all characters.

On the contrary, don't let her breathe, I'd say. Dashing is useless against a good Sheeva. You won't avoid her "tele" stop by dashing since the player can choose where to land.
And yes, her stomp is not a teleport. I am 100% sure of this because Mileena's teleport kick will catch Sheeva everytime when she's jumping. It's hilarious in stages like the rooftop since it looks like they are flying =P

With dash I really didn't mean dash I meant move, sorry my bad. Though is a jump because Rain's Geyser Kick works against it, and other moves too but I dont remember wich ones. Same applies to Kintaro's stomp, they are high jumps.
 
Sorry for my long absence in this forum and online.

I've been mastering Sheeva and beating the hell out of people online. Sheeva has a lot of damage potential, however, she has A LOT of weaknesses.

- Nearly all her specials have low starts, being a slow character herself, it seems they wanted to make her life even more difficult;
- Her specials grabs (low and anti-air) are nearly useless and only viable on very specific situations, leaving you wide open to be punished;
- Her ground stomp is AWFUL, it's slow as hell, please, improve it, make it faster or at least be able to cancel it;
- Sheeva's best combos are hard to input in a fast-paced match, another huge disavantage for her;
- Lack of wake-up options make me crazy;
- She has an insane lot of AWFULY bad match-ups (Mileena being one of the worst).

However, Sheeva is fun to play as! It's very rewarding when you learn her and beat lot of people. She is a 5 to me though. Not at all a bad character if you let me say but most definately bottom tier.

I see. Well, those moves are much more effective. However, Sheeva will stil get them if the player choses to land in front of the opponent. A good Sheeva player will make the stomp a 50/50 game...thank God you can't combo after it =). Of course there are some moves that Sheeva will never avoid, like Kano's upball or Noob's shadow upknee and if she does by chosing to land beyond the opponent, she still doesn't have a good adventage.
 
Sheeva gets a 4.

Her wakeup options are the worst in the game.
Her mixups are gimicky.
Her up close game is non existent.

Sorry, I'm honesltly being realistic. If I gave Scorpion a 7, Sheeva deserves a 4. It's possible for her to be good, but she has to take as many chances as El Fuerte does in Street Fighter4.
