Exactly. He is not there and it's not coincidence. Imagine if he is another traitor and took the kids elsewhere.
It might be interesting, thematically, if the reason Kotal fails as leader of Outworld is that he's actually too nice, too idealistic, too willing to trust people who don't openly declare themselves his enemies.
It would suck because after a story like that, there's nowhere to go but back to Shao Kahn for another 10 games. But thematically it would certainly make a statement about what kind of place Outworld is, and what kind of people its leaders have to be.
