Also the Skarlet example was bad, because you could technical go both ways with her being new or not new as she was a "rumor" back in the day. She's NEW to play as, but the name, and color, and the fact she's a ninja isn't new.
Tremor example was also bad, You're allowed to hate a character and put them in the game anyways. It's called pleasing the fans. I didn't know prioritizing your fans over your own tastes was looked down upon.

But maybe he planned to use the 4th slot for a vote, but MAYBE Warner Bros pushed Freddy on him? and you can't say "My bosses pushed it onto me" because then it makes your boss look bad... and well ****IF**** that was the case. I can hardly blame him for trying to keep his job.
I'm guessing you were addressing me below the dotted line, so I'll answer to everything under the dotted line.
Skarlet IS a new character because she's never been in an MK before, rumors don't count as revealed characters until NRS (or Midway back then) made them, such as Ermac.
If you want to get technical, Ermac was a new character in UMK3, and so was Skarlet in MK9.
People know about Zebron and Nimbus Terrfaux too, but if they appeared in MK10, I guarantee that Ed Boon would call them NEW characters, regardless of their rumored
almost MK game appearances, which never previously happened.

As for Tremor:
Ed Boon publicly stated that he hates the character Tremor, and when people asked for him to be in MK9, he kept saying that Tremor has no chance of being in MK9.
Lo and behold Tremor was put in MK9, on the Vita Challenge Tower as a half-assed character with moves from Jax, his fighting stance from Smoke, and his grunts from Scorpion.
He wasn't a full-fledged character and Ed Boon putting him in the Challenge Tower, as a copy-paste character felt like Ed's way of saying "He's in the Challenge Tower, now shut up about him."
What the fans wanted was a fully playable Tremor DLC or roster character on the home consoles, not some half-assed character that can ONLY be played on the Challenge Tower and ONLY on Vita.

Considering that Lobo and Batgirl were revealed in order from their leak (1st and 2nd respectively), Zod and Scorpion are
most likely the next 2.
Mind you, the leak was revealed on April 19th, 3 days after the game came out, and so far 2 of those characters were revealed in THAT order.

On the DLC vote thing, the ONLY character that people voted for, that made it into MK9 was Rain, and the ONLY reason he was included was because Boon got BOMBARDED with people harassing him about Rain not being in.
Freddy was a NRS decision.

Ed Boon has wanted guest characters in an MK game since the early MK days, you know, before WB bought them out and they were a little company known as Midway.

I was bombarded for weeks on Twitter with fans begging for Rain, so I had a little fun with it.
