Okay, so, a few things: Everybody's jumping to a LOT of conclusions here. The people most likely to be on this list are actors who worked on this game who listed the credits themselves before they were supposed to. So, that would mean that it's not the whole roster, and that not all these characters are necessarily playable (or fightable). There are almost certainly lines of dialogue spoken by non-playable characters.
To that point, there are a lot of people referencing the cast list having dead characters in it. To assume we won't see any of the dead kombatants at all is frankly unfounded. Quan Chi is confirmed, and kicks it with dead people all day long. Like, dude has personal ownership of the dead souls of almost every good guy from the first game. Why would anybody be surprised that they at least showed up!?
I'm surprised more peeps aren't talking about the wholly new character listed. Something like Hotwire? Assuming these listings are true, I'm pretty stoked to see what that dude's about.

Agreed that not all characters listed (if true), may be playable.
Shao Kahn, Kintaro and Goro weren't playable in MK9 (aside from modding), so that's also possible.
I don't see how assuming that none of the dead characters will be playable is unfounded.
Thus far none of the characters who died in MK9 have been confirmed, and the main roster slots to seem to be confined to 24.
Boon said that MKX would have more new characters than MKX (11+), then said in another interview that MKX has "30-something characters" (his exact words).
That math would imply 11+ new characters, another possible 12 returning and another possible 6 as DLC.
When you factor that in, 14 MK9 dead characters being playable seems very unlikely.
I do, however, agree with you that lots of them may be cameos or make appearances, though.
As for this new character and Ed Boons Tweet, how do we know that Ed Boon didn't just get a good deal on plane tickets on Hotwire?
