Well, to everyone I agreed with before I'd hate to say it but: no matter if this is the old Kung Lao or his cousin, he's still gonna be considered a returning character on the roster slot.

Some considerations about those leak that I found interesting.

Takeda seems to be the guy from Ed's mokap picture;

Special Forces is now Johnny Cage's property (really, Johnny has become serious lol);

Scorpion follows his same storyline until MK4. He seems to be called now Hanzo, as we saw in the comics.

Now, just an odd thing. Shouldn't they write the age 30 to 40 when Hanzo was killed? I mean, he won't age lol.

You are right. I thought the private was Outer World Investigation Agency.

Seems like both are. Or Johnny is President. C'mooon...

I don't think Johnny is running the entire Special Forces, it just says he's in charge of an "offshoot."

Well, Ronald Reagan was President. Sonny Bono and Steve Largent were Congressmen. Arnold Schwarzenegger was Governor of California. Shirley Temple was a US Ambassador. Manny Pacquiao is even a Congressman in his native country despite still being an active boxer. So right off the bat, we have celebrities that held political offices in real life. If these people can do it in real life, then so can Johnny Cage in fiction.
