We dont know exact numbers, but Boon has given a solid idea. He has, on multiple occassions said "Similar size to MK9" and "Thirty Something"
MK9 with DLC had what? 31?
DLC is already confirmed to be two guests and two Klassics. Goro is another +1, but another classic.
So we have (Using Commanders list as a rough outline)
14 Returning Characters, 4 New.
We would need 7 more new characters to make it the "Most new characters ever". So essentially we would need every character after this to be new and bring back almost none of the characters from MK4-Armageddon to make that possible. So unless the roster has balloned to nearly 40 characters, it is entirely unlikely.

What's unlikely about there being only 2 more "MK4 thru MKA debut" characters? That gives us room for 11 new, and still another 3 oldies total, not accounting for DLC. Seems perfectly possible.

This is just my rough estimate / opinion, though.
Maybe we'll get a new character via DLC, instead of a 3rd DLC klassic kombatant.

Im not framing it as positive or negative. Just that the numbers, as we go along, are looking less in favor of the "Most new characters ever" claim.
Its unlikely that no other Mk4 onward characters are going to be included. Maybe there wont be, but I would be surprised at this point.
And at this point Im not counting on any more DLC characters beyond the 4 announced. There very well could be, but Ill stick with confirmed DLC numbers for now.

Jade is one of my least favorite MK characters. They can save her until MK11, she is just another pointless filler character to me.

You are using quotes from ed boon to debunk and contrary comment made....by....ed boon.
Even if it is true, that is pretty flimsy.
He also claimed the game was all about NEW, just before rattling off 10 old characters in a row.

You're not looking at this logically. Let's assume for a minute that the truth is this game has more new characters than any other. First statement makes perfect sense, and then... suddenly... Boon decides to sabotage the new game's PR by suggesting that some mediocre game 10 years ago had more characters? Wait, what?
Now let's assume that this game has more new characters than most, that Boon's memory is not quite infallible - believable enough when he confuses Deadly Alliance with Deception in that same sentence - and that his enthusiasm for selling MKX is at an all time high. "More than any but one" easily becomes "more than any," until a coworker notices and informs him that he screwed up. Which he remembers for all of a couple of days... but forgets which game. Oops.
Which of those theories sounds more plausible? That Boon accidentally overhyped the game? Or that he accidentally nuked it?

Most new characters ever or second most new characters ever doesn't nuke the game or double the sells either way though. The only people following twitter/interview casual statements and caring over if it has a couple more new characters or not than any previous game are already MK fans.
People in this forum make it sound like every little detail determines if they sell 5 million extra units or go bankrupt. Everything from the heel size on the females to the yellow light on Kano is supposed to influence thousands on buying the game or not. That's not how things are.

The effect of his statements is irrelevant. It's the intent that matters. No developer in his right mind would look for opportunities to undersell his game.

Ok I can't find the thread that had the image i wanted, but when they revealed the Living Towers & Faction Wars Trailer. There were 2 characters that caught my attention.
1. Was the character holding the Bow. Now the only character that i know has a Bow...not a crossbow is Nightwolf. So I think that might have been a possible hint to his return. And to me it looks like a sweet design. So heres to wishful thinking.
2. Was a character with his arms up. Now speculation going around is that the guy had/has metal arms so of course it is assume to be Jax. but i saw the youtube video of it and my speculation is that it is possible Reiko, with a Different costume. Once again the picture was too small for me to be more concrete but thats my observation.
