People may disagree, but the the overall game > one character. It should always be that way, no matter what. Without the game, we wouldn't get said character in the first place.
With this I'm trying to say that's ok to complain as long as you don't go batshit crazy like our local Johnny Cage, Kitana and Tanya fans.
Those people who talk about nothing but one character are unbearable.

People need to stop complaining. He was in MK9 (only because of popular demand), so just be grateful he was in that AT ALL and move on and hope for him in future games.

Normally I wouldn't say that about any character, but Rain was a part of the original games (piss off, Tarkatan Trash) and MK9 was a throwback to them. Excluding him was bs... Like him or not.

I wouldn't really consider MKT a part of the original games. I classify the original games as MK1-UMK3, and so do a lot of people.
Rain was excluded originally because his role in the storyline of the 'original games' as you call them was never really important, so there really was no need for him to be in the game, he wasn't essential in the slightest. He was only added to the game via DLC because of fans begging and complaining.
Rain was in UMK3 (console version), so he's part of the trilogy.
Quan Chi was never in the original trilogy story and he was in MK9 so your argument is rendered pointless. If they could fit an MK4 character in MK9 they could've definitely fit a char that was in UMK3 in it too, since MK9 was a reboot of MK1-UMK3.

Doesn't matter if you consider MKT to be part of the original games or not. Cause it was. It was that very last big bang before ushering in the 3D era.
I have complained about Chameleon and Khameleon not being in MK9. Also a whole lot of bs. But I'm not resurrecting that debate.
As for Rain being of little to no importance to the story, I can say the same about character who DID make it into MK9. What was Sheeva's role other than that of a bodyguard? Reptile? Baraka? The story that was ultimately given to Rain would have made him more relevant to MK9's story than the three I just mentioned.
They did that in UMK3 too. They put a fake character in with the name of Rain in the Attract Mode, and said, "Hey look! Here's another new ninja! See if you can fight him or play as him!" They baited fans (myself included) into pumping in quarters hoping that somehow, some way, we would find a Kombat Kode, a Toasty trick, or some weird single player criteria that would trigger Rain. I knew it would be in the Tips & Tricks mag if someone found it successfully, but alas...all those quarters were for nothing, and Midway was laughing their asses off to the bank, because they knew Rain wasn't in the game.Rain has literally no relevance during (or after) the first 3 games. A lot of the characters already felt forced in the story, he'd be even worse since he isn't even loyal enough to be a guard dog.
What NRS did was best case scenario. Milk Rain's fans for all their money. They're probably going to do the same thing for Tremor.
Tremor may have not been introduced in a main series game, but at least he wasn't a joke character based on this guy

Reptile, Baraka and Sheeva were included because no matter how insignificant their roles in the story were (bodyguard, henchmen) etc. the fact is that they still served a purpose in the main story. Anyways, I have nothing against Rain but I'm not a die hard fan either, I'm glad he ended up DLC. Go question NRS and Ed Boon as to why he wasn't originally included, because arguing with me about it isn't getting you anywhere.
