Directly, yes, they are responsible only for PS4/XONE versions. But it is still their game. They shouldn't pretend it doesn't exist. Whoever ports it, it's still going to be released with the NRS/WB sticker on the box. There's no way around it. And giving the excuse "We outsourced the port", especially coming from such an old company like NRS/WB, is pathetic. They didn't outsource it for free. It costs something. And it is NRS/WB's task to keep track how the studio that should port it is progressing to meet the deadlines and from time to time give the potential customers an update. So far we have heard nothing about these versions. They must've made a deal with the studio about the port prior to the announcement at E3. They should have made sure it is a reliable company. They are promising us a PS3/X360/PC release, but every day it seems less likely. So there are only two options - either it does get made or it doesn't.
Boiling down to 3 development scenarios:
A) NRS/WB are lying and there wasn't supposed to be any last-gen version to begin with and it's just a gimmick of false hope.
B) NRS/WB aren't lying, but porting the game is harder than they thought (ie the external studio sucks at it).
C) NRS/WB aren't lying, porting the game is easy, but it looks like crap.
I don't really care what scenario is it. It was NRS/WB's job to make sure they'll be able to deliver. They should have thought this through. If anything, they owe people an apology and explanation.
As for marketing the last-gen versions, sure, they're not the highlight. But they should let people know these versions at least exist. I bet 90% of people don't know there will be a PS3 version, cause NRS have been showing only the PS4 version the whole time.
