Hotaru has a very interesting design and makes for a perfect Order Realm rep. and Havik's opposite/rival. I'd personally love to see both realms and characters get re-imagined and given another chance. Next game is all about Netherrealm, it seems, but I'd love for them to explore Dream Realm (with Tremor on the main cast), Order Realm and Chaos Realm, at some point soon.
Honestly, many of the characters can easily be worked on to redeem them. The no-brainers that already have a built in fanbase include: Frost, Havik, Fujin and Reiko. Yes, Frost and Reiko are "clone characters" but that's only because of NRS' lack of creativity at the time. A lot can be done with these characters to make their powers unique and their looks differentiated. Also, they took two generic characters, Skarlet and Tremor, and gave them both interesting powers (and three variations!), unique looks and, for Tremor, an interesting story (we don't have Skarlet's yet).
I don't see why the same cannot be done for many of these characters:
Kai: Ignore Armageddon redesign. Character can have a handstand variation, white tiger variation and a new, unique variation. NO FIREBALLS! There was a re-design already in the process for Mortal Kombat Deadly Alliance, if people are curious.
Drahmin and Moloch: Tag-team. Why not? They're semi-interesting design-wise (at least, Drahmin is) and they make for cool jobbers, at least.
Ashrah: Really, really cool concept but her design and move set was uninspired. They could do a lot with a Netherrealm demon variation, slayer variation and voodoo variation.
Onaga: Most fans want to see him return. He was an intimidating boss, that's for sure.
and if they're ever worried they're running out of palette swap ninjas, they still have Chameleon and Khameleon left to redesign for those 2-3 people that want them...
Sub-Zero uses "the force" called temperature...I mean it's not that hard to figure out why water turns into ice. Skarlet showed no such abilities, however I do find it interesting how she was talking about Cryomancers before. Who knows?
I don't know if that's possible to do with 26 characters in just ~3 hours though, and still tell a halfway compelling story. I think some characters getting Kung Lao'd is pretty inevitable. It's just a question of who gets that treatment this time around.
I can understand why people might want Kabal specifically to get a chance to shine... but I'm not gonna get my hopes up.
He looked infinitely better than Fujin's render in MKX. But he did look worse than Raiden, similar to how MKX Fujin looked worse than MKX Raiden. Maybe that's what you meant to say?
As for having no head, that's like saying "Shinnok can't be playable in MKX because he's locked in the Netherrealm." They can figure that shit out in the story. Just get some super glue and problem solved.
I don't think he makes the launch roster. But I wouldn't be terribly surprised to see him as DLC.
You guys talk about the negatives about characters looking like Earthrealmers (Skarlet) but yet they made other characters move away from that look. Shao Kahn no longer looks like just a big human.

No MK character is beyond saving IMO.
The only problem is that they keepa hard core of characters that exclude others. And let's speak the truth, NRS is investing heavily in content, they are absolutely capable of turning any Mavado into a glorious villain.
I get your point and I know that they can revamp existing characters as mentioned above (Bo Rai Cho by me and Tremor or Skarlet by you). But I have the feeling they got better at creating new fighters so I'd rather see new ones over the 3D era characters mentioned by you.
Since MK11 won't be about all the realms (again) there is no necessity to revamp Hotaru etc.

I think that all else being equal, it's better to revamp an old character rather than create a brand new one. Why? Because that way you're rewarding fan loyalty and emotional investment.
Take Tremor in MKX, he's basically a brand new character. Take away the mask, call him Eggbert, make him a member of the Red Dragon, and no one would even think to compare him to Tremor. But give him all those things and suddenly you're making a lot of fans very happy just as a free bonus, people who were already attached to the idea or character or toolkit of Tremor from years ago.
Key words being "all else being equal." If there's a compelling reason to add a brand new character, or trash an old one, then obviously that's the right move.
