Kitana has had a history of being a roster cut under a variety of circumstances.Kitana wasn't in playable in Mortal Kombat: Tournament Edition, don't think she even appeared at all in this one, for the GBA and she wasn't initially playable in Deception. She was added to the playable roster in Unchained.
Problem with that is that she's dead and her soul was enslaved by Quan Chi. I don't see any of those that are serving Quan Chi ever returning as playable characters, since if you bring one back fans will want all of them back. Liu Kang lucked out as he wasn't enslaved by Quan Chi as far as we know and his body was taken elsewhere.
Besides, Mileena may pretend to be Kitana to lead her people only to be dethroned when Ermac, as the King, comes knocking on the door to remove the pretender from the throne. I don't see Ermac sparing Mileena in that encounter compared to how Kitana gave Mileena many chances to reform.
