I don't think it will be palette swaps. Why? Because let's say they come out with UMK3 Ermac and Reptile like you said. Then all the Sub-Zero and Scorpion fans are gonna be upset because they didn't get costumes.
 
Has everyone already forgotten about the fire skull scorpion on the challenge tower? I would much rather his skull mask from umk3 though.
