Why Use The Arkham City Skins For Villians?

So I know that most of you have seen the "Wonder Woman Vs Harley" video for the Battle Arena but one thing is still really weird. Why did they decide to use the Arkham City skins for Croc, Penguin, Riddler and Two-Face? I mean, I love Arkham City and I think it was cool to see those villians in those skins, but I found it strange that they were not orginal desings. I say this because I would have loved to see what type of desings the Netherealm team could come up with for those villians. It also kinda pulls you out of the experience for those who played Arkham City because you know that while those skins don't look out of place, (far from it actually) you still have that feeling that is telling you that they don't belong there. What do you guys think?
 
What's the point in spending extra resources for unplayable characters that have no significance to the story? If it's just a cameo appearance, they might well use a previous design that is recognizable.
 
Because it would have taken a long time to create original designs for three or four NPC's that are only seen for about 30seconds.
 
Besides the obvious short screen time vs. cost of creating new, debate.

I need them to match my crudely copied Arkham City skins for bats & Mr. J (not planning on using the catwoman one).

I'm thinking that the Arkham city skins are tied up within rocksteady, and eventhough Dc/WB own BATMAN and his likeness they can't use the Arkham look outright without giving credit to that particular creator(s). i.e. Rocksteady.

This would speak to why Joker has a mullet and Catwoman not having her goggles.
 
If we go that way it just looks like a clusterdamn anyway. Why would Croc, TwoFace, Penguin and Riddler just stand there like that an then beat up whoever enters the room?

IMO its just the fan service people were asking. Lots of Batvillains in Arkham. Its not just fast and cheap to use the existing assets but also adds to the "OMG".

I wonder who else is there. Will they recycle everyone else? Are Poison Ivy and Mr Freeze present because their cells are in the starting room. Or is that some hint of them becoming playable? Ivy and/or Freeze walking out of their cell and fighting whoever is there. Yes I know 9/10 say there are too many Batcharacters already.

I don't think rights are an issue here though, I think it's something a little more simple, like maybe them adding their own touches to the skins.

Could be wrong, though, of course, it's happened, before.
 
The only thing that confuses me is that why are Riddler, Penguin, Two-Face, and Killer Croc using their Arkham skins... but then Deadshot, in the new Joker Vs. Flash gameplay, isn't using his Arkham City skin.
