Hackers can only hack what's on the disc though, so it can't really be considered downloadable content. More like on-disc content you're paying more for (which I hate). Skarlett looks like she was pretty close to complete, from what I've seen. Perhaps they would have been better off finishing her move set and making her XBox exclusive to counter Kratos. I don't like the feeling they held her back simply to make $$$ later.

According to the leaked ending, she's a loyal follower of Shao Kahn. Unless your name is Reptile (who's kinda sorta neutral), that usually means evil.
