I think they are just waiting for Skarlet's sales data to think about how much DLC characters they could sell. NRS is new to the DLC business, hence why they have announced only two kombatants. I think Skarlet and Kenshi, especially the latter, will sell pretty good. Not "CoD: Escalation" level, but good sales, enough for them to release Rain and another character.

We've known that there is "a chance" for rain for months now. Also I wouldn't get hyped for him because I hate how he's looked in the 3D games. He could possibly look good in MK9 though.

Boon can be terrible for trolling on Twitter, so I wouldn't take this as an indication of anything. He may want fans to stop asking him about Rain, and he'd probably get a ton of complaints if he said there was no chance. The campaign continues.

I dont know,,,Boon is good for tricky messages, think about that, if he say "no, theres not chance" all the comunity start to become crazy and make videos and all that, so the best answer is "yea, why nou", that answer envolves yes or not in the future.

He just said no to both Drahmin and Mavado. I think he was sincere when he talked about Rain. I'll just keep my "let's see the sales and then think" theory as the valid one

yeah well still sucks that we have nothing solid so far.. the title is quite misleading btw. he never said no for Rain and how could he after all the Rain fans asking for him and him being the only normal character left out. he hinted a couple times , one tweet said something like why hasn't anyone requested Rain for DLC, he was a kool character. the point is, we have nothing on him other than the fact he is in their DLC plans. he's been confirmed for a long time now, this whole madness even began when he asked us if we wanted Rain, Tanya, Kenshi or cyborg Smoke as DLC. I hope in E3 they announce this year's DLC plan more or less and preferably their second pack to see if Rain is there. unless, the free stuff he mentioned (too bored to find the link) include Rain in the first pack with Kenshi and Skarlet

I don't really see this as changing anything lol. He's never been outright denied, so therefor, officially speaking, there's always been a chance. Rain has a particularly rabid fanbase that have been particularly vocal about his complete non-existence within the game. Any character this popular who has a legitimate claim to a roster slot (he was added into later renditions of MK3) probably has a solid chance of being included in the game. None of that comes close to "confirming" his inclusion though. Don't get me wrong, I'm as hopeful as the next (I've always dug ninjas, I think Rain's got good potential, etc), but he is still in the solidly "maybe" stage of to-be released DLC.
Still, my fingers are crossed lol.

I respectfully disagree.
I honestly like the idea of him wearing cloth wraps on his arms, and then some form of semi-regal fighting outfit.
The Armageddon outfit was not weird, it was awesome.

I've been calling Rain's crown a tiara as a dig at it, but it did make me chuckle a little to hear the term "tiara" used while complimenting it.
But more on-topic: I do want his look to be a fighter first and a prince second. He can have something to show-off his regal status, but he's not in a gruesome fighting game because he's a prince lol. He's in the game because he's a powerful fighter. I'd like that to be kept in mind if/when NRS readies him for DLC. Less ceremonial duds, more fighter/ninja's garb.

He doesnt discover he is the son of Argus and that he is the prince of Edenia until MK Armageddon, so i doubt he will look like a prince in this game because MKA events are far away in the future.
