Yes, Quan Chi can definitely sit this one out, guess the story of MK11 will be finishing of the remained revenants and set a new direction of evil for a new game.
Not certain 3D era characters are meh but most of them and I've already listed the newcomers rated. Let's see: We shouldn't forget that 2 of the 3D era fighters have already been in MK9 (Quan Chi and Kenshi). Certainly two 3D era characters that have established themselves. Then we have Shinnok, Tanya and Bo Rai Cho. Shinnok and Tanya were good new characters in MK4 and BRC got a decent revamp, yes.
So what is left from those 3D era characters you always want that have never been playable in this new trilogy and aren't crap? Only Fujin and Havik IMHO. And I want them very much too. Reiko could be cool, but he'd need a similar revamp as BRC in MKX. Back in MK4 he was just Rain without a mask with Shang Tsung's MK3 eyes.
Through MK4, MKDA and MKD the new characters have gotten worse and worse. MK4 introduced Shinnok, Quan Chi, Fujin, Reiko, Tanya and also Jarek and Kai being crap. MKDA's new characters, except for Kenshi, are full garbage in my eyes. I remember me being superhyped to finally play a new Mortal Kombat on my new PS2. And I hated them all, I never used them after trying, they were bland and not interesting. And yes, I only used the "trilogy characters" and Kenshi sometimes. With Deception released I was superhyped again. And again only Havik seemed interesting to me. As for the others: I hope they are gone for good.
So technically we share the opinion of bringing Fujin and Havik back for MK11. Reiko could be done well too.
Hotaru has a very interesting design and makes for a perfect Order Realm rep. and Havik's opposite/rival. I'd personally love to see both realms and characters get re-imagined and given another chance. Next game is all about Netherrealm, it seems, but I'd love for them to explore Dream Realm (with Tremor on the main cast), Order Realm and Chaos Realm, at some point soon.
Honestly, many of the characters can easily be worked on to redeem them. The no-brainers that already have a built in fanbase include: Frost, Havik, Fujin and Reiko. Yes, Frost and Reiko are "clone characters" but that's only because of NRS' lack of creativity at the time. A lot can be done with these characters to make their powers unique and their looks differentiated. Also, they took two generic characters, Skarlet and Tremor, and gave them both interesting powers (and three variations!), unique looks and, for Tremor, an interesting story (we don't have Skarlet's yet).
I don't see why the same cannot be done for many of these characters:
Kai: Ignore Armageddon redesign. Character can have a handstand variation, white tiger variation and a new, unique variation. NO FIREBALLS! There was a re-design already in the process for Mortal Kombat Deadly Alliance, if people are curious.
Drahmin and Moloch: Tag-team. Why not? They're semi-interesting design-wise (at least, Drahmin is) and they make for cool jobbers, at least.
Ashrah: Really, really cool concept but her design and move set was uninspired. They could do a lot with a Netherrealm demon variation, slayer variation and voodoo variation.
Onaga: Most fans want to see him return. He was an intimidating boss, that's for sure.
and if they're ever worried they're running out of palette swap ninjas, they still have Chameleon and Khameleon left to redesign for those 2-3 people that want them...
