I'd want all the characters from MK9 who aren't selected for the main roster for this game to be included as DLC in their MK9 form with a few minor changes (like buffs for lower tier characters) and a new costume. That way, if you worked hard at mastering the character, you still have the option of playing them in future games. It shouldn't be that much work for NRS to do.
For the main roster, I want:
Sonya, Johnny Cage, Reiko, Jarek, Kano, Mavado, Ashrah, Fujin, Raiden, Scorpion, Kai, Reptile, Ermac, Kenshi, Rain, Mileena, Tanya, Havik, Hotaru, Quan-chi, Cyrax, Sektor, Baraka, Skarlet, Drahmin, Frost, Sareena, Sub-Zero.
Moloch as the sub-boss and Shinnok as the main boss.
For the four DLC, I want Nitara, Meat, Shujinko, +New Character, which will lead us up to the next game, MK11 that will hopefully deal with a remake of DA & Deception with Onaga as the main boss

Well, I've made a script about it! But I put it as a list:
. Start at the HQ (MK: Defenders of the Realm) in Story Mode, with the kombatants recovering in chambers since their deaths. Raiden, Sonya & Johnny Cage arrive to reunite with their friends.
. Funny fatalities eg. MK2 Friendships
. Make Rain, Kenshi, Skarlet & Freddy Kruger undownloadable characters
. Have more characters meeting eachother like Liu Kang x Kitana
. Make all of the characters have an ultimate (3rd) fatality (4th for some)
. Put Iron Chameleon, Tremor, Meat & Hornbuckle in MK10

Bringing back an already obscure character only to have him possessed by another character? Oh god no, Kai needs to be developed as a character further, and having him be possessed would only greatly hinder that
