Aside from Scarlet and Kenshi, this is all speculation.
If anyone bothered to check the source in the OP (here it is again), it's just a thread, and if you scroll down you'll see another post from the author that reads:
"sorry forgot that source thing,, lol,, proof is in the link ,, and it only makes since to have a duo tag. tanya/sonya subzero/ frost movado/ kabal scarlett/jade Rain/ Ermac
asides,, these characters can all b seen in a specific background in stage pit day/ night. Shao Khans Coliseum.

It's his speculation that "it only makes sense" to have those other characters, and his link just leads to an article about Kenshi and Scarlet DLC, no one else. I have no idea where he got those dates from, because they are not listed anywhere in his source, and neither are those other characters.
As for the rest of the DLC...
Tanya, Rain, even Shinnok and Cyber Smoke, were on Boon's potential DLC list. So they'll probably all be included at some point. But Frost and Mavado? Really? We don't need a third ice character, and her being in the background means nothing; Daegon is in the background too for instance, and there's no reason to think he'd be included. Same as there's no reason to think Mavado would be, and do I really need to ask why that character should be included at all?
I'm sure klassic kostumes will be released as DLC, but no one knows when. At this point the only 100% confirmed DLC is Scarlet and Kenshi, but I think we can definitely expect Rain and the other characters tweeted by Boon to come later on.
