Define "a lot of work." Would you be OK with paying the animators' and programmers' salaries while they worked on importing those characters?
What, the US$120 for the "complete" game still isn't enough? Do we have to start paying $200 for video games now?

You don't "have" to do anything. The complete game costs $60. Anything above that is extra content for which NRS charges a price they deem appropriate. Tell me, which of NRS's contemporaries (Tekken, SF, MvC) provide free online ladders with brand new characters that were built from the ground up specifically for the ladder?

If you disagree with how much they're charging, don't whine like a child, be an adult and vote with your wallet. If enough people disagree, NRS will either stop charging as much as they charge now, or they'll stop producing extra content if they decide that they can't reduce the price and still make a sufficient profit.

I don't plan on buying any of the skin packs. My life will somehow go on without them.

I kept telling people not to have high expectations. That's no knock on Netherrealm or the game, its just that to me it was obvious they weren't going to add extra characters or the NPC's from story mode. Think about it, they're getting so much crap about Rain, Baraka, and Sindel not being playable, you honestly expect them to add fuel to the fire and put them in the towers to fight against? Or like another person mentioned, add Smoke as an NPC? No chance in hell. I'm not saying I like how the towers ended up, but it is exactly what I was expecting.

If by "crap" you mean requests I agree fully.

Would've been awesome to have a playable Baraka, Sindel, etc. The re-modelled skins look great. Do you think there's any chance they'll be incorporated as playable characters later?

As for the MKII Premier tower: Completed it but got whipped by Revenant Kitana. I agree with others who said the towers are a mess.

If Ermac is the only character in the 3rd tower, perhaps NRS will empower him to be on par with the Invasion Boss, so armour and such. Lazy, but who knows what'll happen.

Kung Lao at the top. Raiden, Mileena, Liu Kang, Johnny Cage, Kitana, Sub-Zero, Reptile, Jax, Kung Lao.

So, I'm guessing that the MK3 Tower will just have Jax, Kano, Liu Kang, Sonya, Sub-Zero (unmasked of course), Kung Lao and maaaaybe Ermac (UMK3). Meh
Scorpion, Johnny and Raiden weren't even in MK3.
Aside from Ermac, there are no other MK3 / UMK3 debut characters or MK3 / UMK3 bosses in MKX, so what's the point of even having these Towers?
MK4 will be Sub-Zero, Scorpion, Raiden, Liu Kang, Sonya, Johnny, Quan Chi and Shinnok.
Maybe Tanya too, if her DLC is out before the MK4 Tower comes out.
I LOVE MKX, but these MK1 thru MK4 Tribute towers feel a bit lacking.
I'm guessing that the MK9 Tower will be everyone in MKX, minus the 8 new characters.

Seems like I'll just be doing all of these towers for the backgrounds, icons and borders and not really much more.
I was hoping to have some NPC battles against Baraka, Sindel and Rain in these Towers (since they already have a basic / no variation model in-game), but nope. :|

I imagine the MK4 tower will be right in time to include Tanya, based on how they spaced out MK1 and MK2. Jason next week, then another character like Mileena, then MK3, then another character, then MK4 feat. Tanya (in the Kombat Pack exclusivity week), then Tanya's own tower. That'd be my guess.

This is honestly the first time in an MK game I felt it was so empty and dry. There are no surprises. Any "interesting new" characters are DLC only. There's nothing actually worth hiding. No secret characters to try and spot behind the scenes. The only secret characters that exist are just standard characters we can already play...and you unlock them by fight mechanics that you can just accidentally do instead of needing to pay attention to anything.

Really, MKX is just...so......dry in the mystery and lore feeling. No matter how much we play, research, or try to discover anything, it'll always just be basic stuff. Secret characters are just standard characters. There's nothing that makes them interesting, at all. They may as well just be another block on the tower.

Even the stages are dry. No stage fatalities that help make it feel there's more to a stage than just looking pretty.

I know that in their point of view, they want to cram anything new and interesting into DLC packs to make $$$, but don't they realize that part of their success in people spending $$$ is the expectation of discovery of secret things? That's what really made MK stand out for me...it was more than just a standard fighter...the whole community would come together to try to figure out mysteries and secrets. This puts future sales at risk, as now the community knows that the mystery part has been removed from the series and it's now just a standard fighter.
