Yeah Quan Chi wasn't a total blindside. In fact, after seeing his inclusion for story mode in MKvsDC, I got the impression that NRS was trying to say "Guess who's the new Bae?"
Granted it's not solid evidence, I just found it odd they included a 3D era character at all considering the rest of the MK cast were all Trilogy stars.

It's not that shocking. Quan Chi was basically forced into the trilogy's canon during the 3D era. It would be more of a surprise if he didn't show up in MK9 as a playable character.

that was in like chapter 7. When you played as kung lao. It wasnt that early on.

You also fight against the tag team of Quan Chi and Scorpion as Liu Kang in Chapter 5, before the Liu Kang fight with Goro and before the Liu Kang fight against Shang Tsung.
ALL part of the MK1 part of the story in MK9.
Chapter 5 (MK1) is pretty early on in the game, considering that there are 17 Chapters.

The point is, no body was really surprised by his inclusion. When the leak came out the response was pretty much "So yeah... There he is."

Okay so looking at this. Himmerick has said that the ? wont be there in the final. So with that in mind we are looking at 8 remaining places.

chapter 5 is still farther than CHAPTER 1. also were they showing off quan chi in trailers in such and promoting him like they are doing shinnok? Were they confirming costumes and all that for quan chi before release?

Goro is DLC, so he likely won't appear on the actual roster like that; I think they just put him there to show his portrait and that he's actually playable (these are all -dev builds, remember) and so the DLC guys are probably in the question mark bit, as a fold-out menu.

Nah it was a suprise to many. Quan chi other than the leak was not hinted or shown at all before release and according to boon and co him and cyber sub were meant to be a surprise. You need a direct link for proof?

I was just about to say the same thing. I dont think that spot on the main select will belong to Goro. Particularly because he costs money/or a pre-order. I think the DLC characters will be available in what ever slot the unlockable character resides.
