Hmm, well the reason I think it's different is because it's a different time and usually with a transitional voice over, you want to give something that people won't get bored of. Steve Ritchie did a great announcer with Shao Kahn, but the thing is taking the risk of bringing something back from a different time in gaming. It would also sound different due to the difference in audio quality over the years as well.
Also the new voice fits the mood of the game pretty well. Sometimes bringing a unique sound to the table is something that might pull you into the game even more.
The quality of MKII and MK3's (arcade versions, at least) audio has never been an issue. It didn't suffer from the digital garble typified of games back then, so any improvements wouldn't change the sound of stuff enough to make huge difference. It certainly wouldn't make as big of a difference as using an entirely different person to do the voice, either.
To me, the new voice sounds like a rip-off, and that's been the problem since MK4.
I like the new voice.
Sounds menacing (like Goro was in the MK movie).
Question is who's voice is it suppose to be?
I hope it's not Khan since it will make no sense.
It's Shao Khan and his phrases change when you're fighting him.
