I have detailed strategies that have worked for me for nearly every fighter I've used for Goro, Kintaro, and Shao Kahn (not that you'd need it for Goro)
here if anyone is interested.
I had the same problem with Mileena. She blocks more, is more aggressive in her counter attacks, and seems to deal more damage.
One thing you absolutely should do sparingly against her is jump. I've developed into a jump into combos fighter (at least against AI) and with her if you try to do that you'll get teleport kicked with her wake up attack once if you're lucky; into a nasty combo if you aren't. The youtube video I saw of someone beating her with scorpion, he walked towards her after hitting her with a combo that downed her. Once I adjusted this I was able to get past her. Also it helps to be a good counter attacker which I'm just average at. The fight with her you need to be less aggressive (at least for the few fights I've seen on youtube and the one time I did advance past her).
So those are the key points I think to beating her
* use jump attacks very sparingly, and almost never after you've knocked her down. Instead walk to approacy her.
* be less aggressive and use counter attacks. Block is your best friend here
After that, just use my cross jump/uppercut (or combo if you feel comfortable) approach to Shao Kahn. Also my strategy with Kintaro should save quite a bit of your health bar MOST fights (sometimes he's disagreeable and gets out of the cross jump pattern I've laid out). Just be wary with fighters that have quicker dashes about cross jumping Kahn too soon. If you do he'll get up facing the side you're about to land and you'll eat his attack instead of avoid it.
I think when I did beat him I started with a little over half health and was able to finish him off with probably 1, maybe 2 hits worth of health left on my end.
Also the one time I beat it I did use Scorpion. The couple of times I tried with Sub-Zero, it seems that they are able to absorb his freeze attack from behind at times, whereas scorpion's spear has almost universal 100% stun capability from behind on Goro, Kintaro, or Kahn (then lone exception I've found to this is Kintaro's ground fireball). So if you're looking for the easiest fighter with something to spam, my recommendation is scorpion and his spear,2,1,2 combo after cross jumping (that's triangle, square, triangle on PS3). It does about 12% damage and doesn't knock them back too far. The 2,1,4 combo that ends in the firey windmill kick does more damage (I believe 14%) but knocks them back too far to keep them in a good pattern I find.
