Was this little thing about Quan Chi ever explained?

Know what I've always wondered? Why exactly is it that Quan Chi wore the same thing in three straight games? He wears the same thing in Deadly Alliance, Mortal Kombat vs DC, and MK:2011. Has the reason for this ever been stated?

I'm just glad they've gone back to looking more like his appearance in MK4, I hated the mostly shirtless skins they've had for him in the past few games. He looks much better with the spiked shoulders etc.
