The only reason Kano was in MK9 was because it was a reboot of MK1 thru UMK3.
He was completely useless in MK9 story mode, as was Reptile, Baraka and Sheeva (I like Reptile and Baraka, btw).
You know, whether or not everything that has been shown yesterday is indeed true, the amount of butthurt over five returning characters is truly amazing.

While I've NEVER been fond of Kano myself, he seems to have made it, so hopefully the Kano fans can get a 2nd chance with him, given that they got screwed over by him being over-nerfed in MK9.
No character deserves more of a chance than anyone else. Everyone's got a 50/50 chance, even Sub-Zero and Scorpion because there has been games where they haven't been around.
(Yes, there was one game where Sub-Zero was not present, I believe it was Mortal Kombat 3 on a different console, but unfortunately I cannot remember what the name of that console was. And I'm trying really, really hard to remember where I saw that)

As for Scorpion, the only game in which he was absent was MK3, and that was because Daniel Pesina, who previously did the "ninja" characters, was fired.
It's the very reason why the Sub-Zero that's in MK3 is unmasked, non-ninja Sub-Zero.
Scorpion came back when John Turk (aka unmasked Sub-Zero) put on the costume in UMK3.
As for the roster, I get the feeling that NRS wants to try the whole "3 variations" on the Original 7 MK1 characters, since they've never been able to do that before.
A Liu Kang model was supposedly being worked on, Boon let it slip about Cassie doing fatalities on "family members," and now we even have a Kano leak.
