Characters can have redesigns. It looks very demonic and not very dragon looking to me.

I think that's Shinnok. Well, it could be Onaga, but, you know, it's more likely a demon than a Dragon.

I support Onaga theories, but I doubt it's him. IMO it's Shinnok, blood demon or the blood god.
