There are black people across the globe who consider themselves to be black that aren't of African American decent lol
For the record i would just call the guy cuban.... but that's just me.
As an example there's Aboriginal people in Australia who consider themselves to be black. Some even whiter than me (and i'm pretty pale) yet they still consider themselves to be black..

This is off-topic but what you wrote is very interesting to me since it's Anthropology.
Aboriginal people are not pale in any shape of form. Native Oceanic people are ALL dark-skinned. If there's one who's lighter than you and you're pale, then he has either albinism or he is of European ancestry (Europeans have, as we all know, occupied Australia for centuries, so many aboriginals have actually strong European genes even though they may not realize it). Many aboriginal people are however natural blonde and redhead even though their skin is pretty dark (as dark as someone from sub-Saharan Africa) due to a specific gene that evolved in South Pacific islands, different from the European genes that cause blonde and red hair. People who are Eurocentric think only their share those features, even tough in many islands in Oceania, kids are "black" and have blonde hair or many Mongolians who have light blue eyes. Human race is pretty fascinating!
