Mortal Kombat Competitive 1 on 1 Idea rule's?

Hmm, Sounds really competitive! But i dont understand why you would want to exempt certain player's? What if someone FAVORS the character you happened to exempt?!

Well say the character you want to play as is a hidden unlockable character... If you were to go to a tournament, not every single console would have been played through to unlock that character. Or there are some characters that would be unbalanced. NRS saying MK9 will be a tournament-level fighter leads me to believe that the whole starting roster will be unlocked, except for maybe 2-3 secret characters.

No difference, all format should be allowed. The only reason why pdp is doing that is because they made the sticks. It would only make sense if they are holding a tournament and promoting their sticks. Besides for 10k grand prize, I'd abide by the rules no problem lol.

If you were to go to a tournament, they will most likely use a console that already unlocked all of the characters. Just like what they do for MvC3 tournaments. In MvC3, theres actually 4 characters that needs to be unlocked.

Just like you said, MK will have a full roster unlocked as default except CSZ and QC.
Edit: I wouldnt be surprised if Boon puts in a button sequence to quickly unlock CSZ and QC.

As mentioned, it'll be just like MvC3, where 4 characters (including one or two VERY heavily played ones) are unlockable; any consoles there will simply have been prepared in advance by the tourney staff to have unlocked all the characters.

DLC should be allowed as well, if MvC3 is anything to go by the Evo standard will certainly allow DLC. Even if you don't buy the DLC character you're still able to fight against them and thus practice against them.

Kratos will be banned, for obvious reasons, but no one else will be imo.

It was even worse in MvC2 where over half the cast was unlockable on the Dreamcast version.

But any tourny organizer worth anything will make sure that all consoles are up to date with the latest DLC, balance patches, and unlockable character for any game being held.
