what I mean is, there isn't some hidden Cyber Smoke character within the game.

I think he went through work to make that presentation.

Obviously the whoel set up where Shao khan TALKS about tony T is all a hack.

Same here.
Had NRS taken fan votes on DLC characters, and not just stopped at 4 characters, Cyber-Smoke would have definitely been in.
