Yes Mileena is a half breed Tarkatan, but also in Barkaka's MK9 ending, there was a female Tarkatan in his horde

Female tarkatans seem to have 2 small blades on each hand (perhaps on their knuckles) instead of a long blade coming out of their arms, that's interesting.

Not only that, but it seems that she really is, er, promiscuous. Next thing we know, we not only have a sea of Tarkatans, but also Tarkata-Shokans and who knows what else.
