Yes. The real reason Capcom changed the names in America is because they were legitimately afraid of being sued by Mike Tyson for Trademark and Likeness infringement. Around the time of SF2's release, Mike Tyson was also facing rape charges (for which he was convicted, and served about 3-4 years behind bars, if I remember correctly). Even despite the name changes in the US, the boxer character STILL maintains references to his original Japanese name (the word "Buffalo" listed several times in his move list, the Buffalo alternate costume, the word "Bison" on his boxing trunks in several pieces of official artwork, some of which have even been published in American gaming magazines such as Nintendo Power), and even references to his namesake (such as threatening to bite his opponent's ears off in at least one of his win quotes, an obvious reference to Tyson's infamous "Bite Fight" vs Evander Holyfield, which cost Tyson his boxing license for about a year plus a $3 million fine).
