OK there is 26 from MK-UMK3 so minus Rain and plus Quan Chi and I say that 26 is a pretty safe bet on the final number. Here is how they break down as of now.

Shang Tsung is not confirmed as playable, yet.

True but I do think that the younger Shang Tsung will be playable but I guess if he is not there would be an open slot. I still find it hard to believe that anyone would get that slot over Rain so Shang Tsung as a playable character is the only thing that really makes sense to me.

The way that it's pointing so far, with Goro as an unplayable Sub-Boss and Shang Tsung as his older self in the Throne Room, it seems kind of iffy.
I hope you're right, though.
I would love a playable MK II or MK 3 Shang Tsung.
As per the leaked characters section does not confirm them as playable. They very well could play a part in the story for example the quan chi states "you will serve me in the neatherrealm". He could very well be talking to scorpion after he resurrects him.. The other character voices that are "leaked" may also play a part into the story too. As of right now We should just set them as rumored to be in the game and not confirmed nor leaked... As for the Skarlett situation.. I really think we all are looking into this too much.. The character looks like Kira but made more slave like in which what the theme of the arena stage is meant. But then it could very well be but until confirmation from the game itself or a update from mk team.

Excuse me if Im wrong, but from what I've heard, Skarlett is nothing but a mere fan character who was named to be purely a palette swap of Kitana. If Anything she sounds like another character that in my opinion, if everyone likes her, then why do people not like Tanya if they thought she was a simple palette swap of Jade?

Don't we already have a thread to discuss characters in the game? And a sticky'd one at that? All I could find about this "Skarlett" character is that she was a very rare glitch in Mortal Kombat II and was never seen or heard from again. Even on Midway boards back in 2006, people were dispelling rumors she will ever be in the game as a playable character.

I would have to advise the team against "creating" original characters. theres still some good ones in MK4: Shinnok, Fujin, Reiko's alright-certainly better than anything in the MK
A era and after. and some people seem to like Tanya(wink wink). anyway, while I do have confidence in the current team to create original characters, I say get the few remaining good ones out first. DLC BABY!!!

I dont know if they can make new characters. We all saw the crap they pulled out in DA and Deception, as to more characters they'd make, I would say we would get even more stupid filler characters that would be combinational characters like Kira who is basically if Kano and Sonya had a child.

People seem to think that this game is going to be nothing but old characters. This entire idea is an excellent one of returning back to the roots of it all and updating the real Mortal Kombat into the next generation. I think they saw how successfully it was done with Street Fighter IV and they would be insane to not try and please everybody by also introducing a few new characters a la SFIV. There are people out there that appreciate having completely new characters with moves they haven't seen before and a style they haven't seen before. There will definitely be at least a few new characters so let us be open minded. The 26 number is garbage, they always sell you short with the number then give you 4 extra so you can be like WOW they really went above and beyond. You will get your original 26 MK 1-3 characters, and I believe four more. One being Quan Chi as a representative of the other less heralded 3D games. Then the Skarlett idea is a great one in my opinion, pull a rumored character people just used to talk about and make it a real one with her own move set. Remember how awesome it was in MK2 getting to play as Reptile for the first time with his own move set? Yes it was awesome. Same thing happened with Smoke and Noob. So it would be a classic MK move. Then the other two who knows, completely new ones I think and there is nothing wrong with that. Just my opinion though.

Dude, zeus1223 man-u hit the nail on the f*ckin head! if there's ever been hope & a reason to be excited about MK, it's now. The creative team behind this upcoming MK is making a dream come true for the legions of hardcore(is there any other?)MK fans out there, everywhere. They've already proven to me that this installment will bring MK back with a vengeance. I've also noticed that they seem to be wisely surveying the fighting game landscape and taking important cues. IMO-the more they take from Capcom's SSFIV, the better. We've got legitimate super bars now & breakers(street fighter doesn't even have these), the equivalent to SSFIV's EX moves, and f*ckin super finishes aka xray moves(brilliant MK twist).
After the core MK-UMK3 characters + a few exceptions, have been realized, whose to say they wouldn't enjoy brand spanking new brutal addition(or re-envisionings of decent ones) to our established and well beloved roster. If any team can create original badass characters, it is this one.
