Yes, unfortunately the Revenant skins all require online, apart from Jax's which requires two controllers and the Danger! modifier to have been unlocked.
I'm not sure if the Challenge Towers are available in offline play, but if they are then you can get the Dark Emperor skin because you only need to complete ten towers, you don't need to actually send them to friends.
I'm not sure if the Living Towers need Xbox Live Gold; if they don't, then you should be able to unlock the Dark Empress skin as well.
