Might I ask where in hell you get the idea that MK3 takes place days after MKII? I've just checked and rechecked Bios and opening statements from both MK3 and UMK3, it states nowhere the time when it took place.
In the time between MKII and MK3 there was time for Jax and Sonya both to fail to convince Earthrealm leaders of the imposing threat, there was also time for Jax to install bionic implants into himself, time enough for Sub-Zero to be expelled and hunted as well as gain a nasty scar, time enough for Shao Kahn to come up with the whole scheme in the first place, time enough for Sindel to even be born, time enough for Shang Tsung's hair to grow (that alone is enough proof).
So Smoke is perfectly justified in being human during MKII, he had PLENTY of time to become a cyborg (If Jax has time to install his arms then I'm sure the Lin-Kuei has enough time to make some dainty robots).
