For my poll, I picked the following:

In the end, I took too long debating on whom the last four characters should be, but I couldn't pick at all. Reasons are:
Nitara: The vampire race proved to be possessing great knowledge about Zaterra (Reptile's home) just as we learned back in MKDA. But seeing that Cyrax died in the comic and that Reptile found a few raptors in Earthrealm, I don't see her plan working the same way as it did before. That, however, doesn't mean she won't find an alternative.
Kai: Kai was absent during the events of MKx. He was an interesting character, and he's been missing for too long. Not one of my favorites nor do I know much about him as I never played MK4 or even read much about him, but I believe he should have a link with the events going on during MK11.
Ashrah: Seeing what happened in the Netherrealm with Sareena, I can see Ashrah possessing the blade at this time. But since Quan Chi is pretty much dead... The brotherhood of shadows has little to no chance of staying. I can't see what her purpose would be.
Nightwolf: A fan favorite and a revenant currently. I'm not sure what his role in the story would be after Quan Chi's death, though. He might support Liu Kang, but he might as well free himself and get back to normal on his own.
Tanya: Tanya, even as a backstabber, never was a bad character in my opinion. Seeing her MKx ending made me think she might join Kotal Kahn in MK11, but I'm not certain of that. Calling that ending legit would also mean that Rain might not make it to this list, and I see the fandom crying his name.
Baraka: He's dead, and I don't really see how he's coming back. I don't even think he could pull the thing he did back in deception since he would most likely do stay with Mileena at that time. Unless something does happen, and I really hope it does, I don't see him coming back this soon.
Darrius: Pretty much, all of Chaos/Order realm characters might take part of this story, but it might be more focused on Earth realm vs Outworld. Raiden *may* have a deal with Hotaru and order realm, which might as well get the rebels to move. Still, I don't see much of an impact with that, and it's a low chance in my opinion.
Chameleon: Though it's not confirmed, we might get to know a bit better about this character if he does make it to the MK11 roster. [Insert doubt here] He could be a saurian, but we don't see any evidence of that. I mentioned this character because of Reptile's ending in which he met other saurians, giving characters like Chameleon and Khameleon a potential to coming into this game.
Khameleon: Read above.
Jade: Jade's ending in MK9 with the mysterious woman was one of the biggest cliffhangs I've been to. I'm seriously willing to see what NRS are willing to do with it, but we can only wait...
Shujinko: We've seen him in the comics. He's old and working in the Shaolin temples. Though Cassie did kill him in her ending, I'm not sure if that *is* true. Either way, he might not have an impact on the story without Onaga.
Fujin: This character made it to my favorites during MKA, and it would make a lot of sense if he did appear during the events of MKx. Unfortunately, he didn't. He also mentioned that he should keep guarding the Gensei, but aren't the Shirai Ryu doing that now?
Noob Saibot: He was thrown into the soulnado back in MK9, but nothing confirmed his death. He might as well come back with Smoke and make their alliance against the Lin Quei.
Smoke: He became a revenant, yes, but he's pretty much free now. The events could lead him to go with Noob Saibot against Sub-Zero again.
Sareena: Brotherhood of shadows is broken, but she was seen during the events of MKx.
Jarek: He wasn't much of a character, but I don't see his remodel going to waste (Refer to the image below).
Sindel: Well, I'll say all revenants have a chance of coming back and be done with this.
Shao Kahn: The elder gods did lock him away, but what they said about Raiden in Quan Chi's ending (Even if it's probably non-canon) made me think they might either let Shao Kahn out or he might find a way out while they're distracted. You know the elder gods... Still, I find his return too good to be true.
Hotaru: Read Darrius.
Stryker: Sindel.
Ermac: His ending did say that Shang Tsung drained his souls one by one, but does that necessarily mean his death? I don't really know.
Blaze: It's his time to wake up.
Kabal: Sindel.
Li Mei: I just hope she doesn't end up becoming a useless stripper like before... Li Mei has a great potential as a warrior, and she even made a cameo in MKx's story mode. Still, I only see her coming back if NRS could make her stand out a bit more.
Onaga: No known host.
Kira: Same reason as Jarek.
Mavado: He made it to the comics with the red dragon clan, and I do see him coming back with Daegon. However, he needs some flashing.
Rain: Everyone wants him back, and the same applies to me. But there's only one problem, which is... We have no idea how he would restore his world. Add to that, Mileena is dead, and Tanya might betray him.
Dairou: Read Darrius.
Tremor: He didn't disappoint us at all in MKx. Heck, his trailer alone was a thousand times better than any other DLC character's. Tremor is a powerful character with too much potential, but he lacks a bit of link with the story. As for the black dragon clan, I don't really think Tremor would leave them. After all, he stayed with them in the comics, and he proudly declared himself a member of the black dragon in a few dialogues, despite saying he wanted to leave them when he fights against Kano.
