i typed in a code to unlock eveything, and it only unlocked the stuff u can get regularly.

Shao Kahn and Motaro were playable in MK3 through codes on the 16-bit platforms. Goro, Kintaro, Motaro and Shao Kahn were all playable in the 32-bit versions of MK Trilogy. There have always been cheat devices that enabled playing as boss characters as well. That's the "hacking" way to do it.
