So there's 7 slots left. I guess they are for:

7. Jacqui

I do think Shinnok is a unlockable which is what Ed Boon hinted a while back. Shinnok is likely in the same spot as Goro and the other DLC characters similar how Cyber Sub-Zero was in MK9.

Probably only to set up the fight. They said that some intros are not canon last stream. This is certainly one of them.
