Indeed. I always hate when I _know_ they're going to use their going to use it and I still manage to not block it.
On the other hand, it's sucks really bad when you hit them coming at you and it still gets through. Or the opposite where you use it, get hit, and you miss because of the hit. I've stopped using x-rays all together in favor of enhanced moves because of this lol.

I haven't had the chance to play the game yet even though the TE is sitting my living room mocking me... (work sucks currently), but I've seen a few threads about X-Rays (one way or the other... for or against).
I would welcome a free DLC download/update with an option called "X-Ray moves: enabled/disabled"

There is a Kombat Kode you can use to disable them. But since it requires both people to do it the odds of some guy agreeing to a match like that is low.

Didn't know that. Interesting that they would make it a kombat code. If it was in the options then they could have the game only connect to those that wished to fight like that as well. Oh well, at least there's an option.

Gotta agree with Strangea.
A decent combo string with an Ex special will cause much more damage than a single X-ray most of the time.
Also, keep in mind that different X-Rays tend to work in different ways. For example, Kano's X-Ray (one of the most damaging in the game) is a grab move with a very short reach. However, it will negate any damage or hits and will always go through as long as he isn't caught in a combo. Others have charge X-rays which can be blocked, and then there are even teleport x-rays (smoke, scorpion,..)
Know your enemy and plan accordingly. DOn't stay toe to toe with Kano when he has a full bar. Don't get caught not blocking when scorp or smoke has a full bar. etc... Just a tip.
EDIT : But yeah, more on topic, sometimes you'll get hit by a lucky x-ray, no matter how well you foresaw it. On the bright side (if you're still standing) he won't be able to break your combo string anymore until his meter builds up again.
