Scorpion is probably the defining character for the MK franchise. I mean, he's on the Netherrealm Studios logo. (At least I think that's him.)

Honestly, I agree with him being the face of MK, even though I prefer to use characters other than him. I could spout out "Johnny Cage should be the face of MK!" but not everyone is familiar with him as much as Scorpion or Sub-Zero, even though he was in MK since MK1. It's all about character popularity.
 
He's also always the first character they work on when making a new MK as well. Except for in MK3 of course.... but generally speaking yeah. Such as when they where moving towards 3D he was the character they used for test renderings for example.
