I believe it is the player, rather than the character, that causes skill. Someone could be really bad at raiden but win alot online due to the person mastering his cheap tactics to win. Yet if someone who was a pro at the game decided to main raiden and get really good with him, they would play a different style of raiden which could be less cheap than those who play him in his cheap-form.
Cheap tactics dont work at different tiers, which is why I think people are so bothered by Lao. Yeah he is strong, but because perhaps 60% or more of players online are not pr0s by any stroke of the imagination (including me), Kung lao gets bad rep (HES OP, HE KILLED MY CAT, WHY IS HIS HAT SOO GOOD, HAVENT I SEEN HIM ON A BOND FILM BEFORE? IT SUCKED!) as new tier players have no idea to deal with him.
