Green Arrow Insurgency costume advantage

I was in Practice mode with Squrrelpion for a good two hours or so, learning some combos with characters. We decided to both pick Green Arrow, but opposite costumes. It seems that the arrows would have a bigger frame advantage with his Insurgency costume. If we would both mash B, my arrows would always beat out his. We tested it multiple ways. and after a couple arrows it was just me constantly shooting at him and he couldn't return fire.
 
Hmmm.... I don't know about that, sounds more like a connectivity thing. What you should have tried was switching costumes again and seeing if you still had the advantage. That would have showed whether the advantage really was costume based or was just a connectivity issue..
