The basic idea i always had for Frost was - instead of freezing her enemy as Sub-Zero would, she could freeze everything else but her enemy and use it to do damage - there goes ground ice spikes that pop enemy up in the air, ice daggers, huge ice boulders (remember when you could throw boulders in MK4?), rain of sharp icicles, freezing water, ice puddles, transform herself into snow flakes and travel some distance as this (similar to Smoke's MK9 "smoke cloud teleports"), covering herself with ice (uses it like shield, makes her not react to any single attack but still takes damage (similar to MK9 bosses), allowing for better rushdown, but for a price).
One of her finishers should be freezing to death french kiss.
