Yeah those numbers mean how many matches they would win out of 10 against the corresponding character.
So Kabal would beat Sheeva 7 times if both players were at the same skill level.

No prob! Tier lists can be very helpful but remember, it's people of the same skill.
A high skilled Baraka can beat a moderately-skilled Kabal.
But the other way around? Lol, Baraka is in trouble.

Tier lists are a decent source of info but they aren't a deciding factor in most games, especially when it comes to average players.

Lol immortal my son. That video lags because the livestream lagged. We all experiences the same thing as you because when it lags the video saved maintains the lag.
