All fatalities are available at your disposal from the beginning, however, they just give you the command for one. The commands for the second or third fatality and stage fatality are unlocked from the krypt, or if you miraculously enter the button combination during Finish Him/Her.

from what i saw they have one and then they have to unlock another one in the krypt
