Man...I want Doctor Fate in this game, even just as DLC would make me happy. If you don't know who he is...
It's not as if he hasn't been around forever(since 1940), or as if he hasn't been featured in other media(Appeared in Justice League Animated Series, Young Justice, Batman: Brave and the Bold, Smallville, DC Universe Online), and has had his own comic book series. It's not as if he's a boring repeat of someone already in the game, he is very diverse with some awesome abilities:
Thought Sharing: Kent has a family gift, a talent that runs in his family. He can share in someone's thoughts by looking directly into their eyes.
Doctor Fate possesses a variety of mystical powers. In general, even without wearing the Helmet of Nabu, the host can fly, is highly resistant to injury, has minor telekinesis, and has greater-than-human strength.
Sorcery: In all of his incarnations, Doctor Fate is an accomplished sorcerer, and at his most potent able to match most other wizards in the DC Universe.
Telekinesis
Flight: Using his telekinesis Kent may attain Remarkable airspeeds
Levitation
Damage Resistance
Enhanced Strength: Kent may use his telekinetic power to supplement his physical strength
Enhanced Sorcery: Due to the Helm of Nabu, the Amulet of Anubis, and the Cloak of Destiny, it includes Universal and Dimensional Spells
Mystical Bolts
Spells: Ability to summon & use large amounts of magic to perform almost any feat such as shields, teleportation, increasing size etc.
Illusion Casting
Invisibility
Phasing
Astral Projection
Dimensional Manipulation
Energy Manipulation
Enhanced Intellect
Postcognition: ability to see the past.
Intuitive Knowledge: access to insight and vast knowledge of the mystical and occult from spells to rituals and etc.

Time Travel: Ability to travel through the time-stream

Summon & Banishment: Ability to summon creatures or banish creatures

Magical Empowerment: By not wearing the Helmet, (as the original Kent Nelson did at one time), Doctor Fate loses much of his/her power and knowledge.
Symbols of Fate: The Helmet is the source of the Doctor Fate identity. Putting on the Helmet of Fate typically results in its wearer being clad in the other garments of Fate, unless the one with the actual claim to the Helmet wants to prevent it.
Enhanced Intellect: When Detective Chimp put the Helmet on, it enhanced his knowledge and awareness many times over, an effect which lingered for a good week after he passed it on. The Helmet also picked up something of Detective Chimp's nature in the process.
Fate's Awareness: The Helmet of Fate is not intelligent in and of itself. However, Black Alice's encounter with it suggests that the Helmet is aware of the world around it in some fashion, and that it can respond to the mind of its holder.
Helm's Resistance: The Helmet can put up a certain amount of resistance to those it doesn't want wearing it, making it a struggle for them to try and use it.
Protective Enchantments: The Helmet had several protective enchantments on it. On several occasions, it was stolen by villains seeking the power of Doctor Fate; usually, the end result was that the wearer went insane when they tried to put on the helm.
House of Nabu's Soul: The Helmet of Nabu originally housed Nabu's spirit and allowed him to possess the current wearer; later, however, he was restricted to simply advising the wearer, unable to possess them. The Helmet lost its guiding intelligence with Nabu's death. But it apparently contains some residual guiding abilities as seen by its instruction of the new Doctor Fate.
Here's some potential specials that I think would have him feel unique and fun:
Telekinisis:
-Could be similar to the specials Kenshi or Ermac use. I wouldn't want a direct copy, but similar in execution.
Mystic Bolts:
-Multiple lightning bolts as projectiles. Not like Raiden's or Nightwolf's, but a series of short strands of yellow lightning, would be kinda neat.
Teleport:
-Maybe have it work like Noob's black hole, where he could either use it to teleport himself, or teleport the enemy into the air.
Energy Manipulation:
-Could be a deflection of sorts, like a shield or reflecting the attack back.
Invisibility/Cloak:
-Could be used like Reptile's in MK9.
*Illusion:
-While cloaked/invisible he could use this special to summon an illusion of himself to attack the enemy, either having it play like Noob's shadow attack, or have it merely an illusion and do no damage, in effect to trick your opponent to open himself up for attack.
Solid Energy Constructs:
-Could construct a weapon to use, or a solid object to drop from the air.
Summon Creature:
-This one would play like Noob's shadow mixed with Joker's tricky attack from MKvsDC, where it would have a directional input and the button you press leads to something different, having a creature instantly summon with a specific attack. Such as a wold, snake, hawk etc. all with their unique angle of attack.
Those are some ideas that come to mind for me. I think he'd play quite awesomely, and would definitely get some people's interest. His "B" button special, could be what makes him invisible, strengthen, or maybe levitate. Whichever works. He's got a plethera to choose from. A great look. No reason why he shouldn't be in the top 5 to be picked for DLC.
