IMO, Havik has a good reason to be in DLC. And if not DLC, a definite addition to MK10, especially since he was a major part in Noob Saibots ending, hinting that he and Noob might have a future together as partners....
Characters that for sure wont be in MK9 as DLC (Twitter proof)

At this point, only Skarlet and Kenshi have been confirmed as DLC characters. Any others are pure speculation.
