So, why "only this time it can be won by mortals"?

I mean, I never got that. At first I was confused and thought that Raiden is refering to other MK tournaments, but I think he refers to the other war with Shinnok, "thousands of years ago". That time, Raiden won because he discovered about the amulet. Why this time Shinnok can be defeated by mortals? Either way Liu Kang could easily be the champion again, and he did, since he was at the time immortal. I don't get the purpose of the comment...

ps: However, Raiden's original war against Shinnok would be a great game I think!

Yes it means that this time, the war against shinnok can be won by Mortal beings/earth's heroes or anything else that isn't immortal.
 
However I thought that it was kind of stupid to point that out, or even have that as part of the story, I felt at the time that the main opponent was not that hard, which ironicaly he was not, but that's another story.
