One quick question ...

No, that is a X-Ray. so I guess Shang Tsung first steals your souls (that's why they show the whole body) and then he does.... What he's doing there.
 
Yah I know its an X-Ray move, but the thing is, the whole body changes. For instance, when Scorpion steps on his opponent's ribs, the only "X-Rayed" part is the chest. Then it turns back to normal. This on the other hand is a whole different story. It starts with Shang Tsung lodging his hand in the opponents chest which is X-Rayed (above image), and then a knee to the chin (the skull is X-Rayed this time). The whole body remains the same.

Oh, just heard a good theory, that might simply be an unrevealed character that they simply fleshed out so that we can't see who it is, but who? Maybe the red lady...

No, I think Shang's X-ray involves turning temporarily the opponent into a skinless zombie-like by stripping him/her of his soul or performing some sorcery act; remember one of the Lupinko's leaks in which he said Quan Chi's x-ray will turn the opponent into a zombie? I think this is the case and maybe he mixed things up and said Quan Chi instead of Shang Tsung, or maybe they have similar x-rays.

Think of it, it makes sense.

Maybe, but in the video, Shang Tsung isn't stripping her soul, he's striking through her chest, and then kneeing her face. X-Ray display is only for the parts being damaged. If anyone is wondering, the move can be seen in the demo's bonus video. Plus, didn't we already see what the zombies look like? (challenge tower videos).

With that said, I'd agree with PizzaMasta. It could be a hidden/unrevealed character. Then again, isn't the roaster full by now? 24 characters officially announced, Smoke (challenge tower image), and the last one found by going through the hidden achievements (spoiler). My bet is, it's probably a model interior for DLC characters.
